SMART-CM guarantees Container Visibility and Security with the provision of Information Neutrality

The SMART-CM platform has, since October 2009, established fully operational connections with three different container security technology providers, thus materializing the single window concept in container tracking just one year after the project’s start. What is more, by combining information derived from the Container Security Status Devices and the Entry Summary Declaration on consignment data, through its foreseen ICS-SEAP service, the SMART-CM platform becomes a one-stop shop solution for communicating ENS declarations to EU customs. The customs import control clearance processes are thus accelerated.


Three Container Security Technology providers from three different continents are now interoperable with the Neutral Layer of the SMART-CM platform:
European satellite based provider EUROPEAN DATACOMM (also a partner to the project), US satellite based GLOBALTRAK, and finally, the Chinese RFID based China International Marine Containers Ltd (CIMC). Logistics partners are able to access information on container security status and location via one single point, the SMARTCM platform, regardless of the security technology that each container has been equipped with.
Container location can be visualized on global maps of the SMART-CM Logistics Visibility Layer. The Value Added Services (VAS) of the platform are demonstrated during the 2nd phase of the real world demonstration activity of the project started in November 2009. Via the geo-fencing capability of the VAS, arrival to or departure from major ports are mile stoned. Deviations from expected values of the Transportation Plan result in alarm messages to the interested parties.

While the transportation plan is being adhered to, the Estimated Time of Arrival (ETA) is calculated and is currently available to both the Terminal Operator of the destination port and the Freight Forwarder. If the transportation plan cannot be executed as it is, the SMART-CM platform will provide the transportation re-scheduling capability through the implementation of Advanced Value Added Services at a next stage. A new Estimated Time of Arrival will be calculated as soon as a new schedule is decided and accepted.
By being technology independent, the SMART-CM platform brings a whole host of benefits to Customs authorities especially in relation to fulfilling security requirements and certification schemes (AEO, Green Lane, Single Window, and electronic Customs clearance among others) that demand global trading compliance systems and information management. By having access to real time data regarding the status and location of containers through the SMART-CM Neutral Layer information gateway, customs are able to perform effectively and efficiently transaction based cargo risk management.

The neutrality of the information will also be guaranteed with the formation of a Neutral organization, which fosters open membership and which will administer the SMART-CM platform. This process is under development within the SMART-CM consortium and the first release of the organisation mission and structure is now available for discussion with external to SMART-CM bodies.
